Hey you guys, I'm new here and I've just decided to dedicate myself more on pixel art, but I'm having some issues.

Actually, I have any concept of color/palletes and I'll be very glad if someone point me a full color TUT or something like.
Also, I'm accepting any sugestion of program to do it.

your palette depends on your art. each work can be done differently.

for example in a realistic piece, you're going to pick colors like your work, (usually keeping saturation a little bit lower, and contrast up)

but if you're going for a different style, such as pop art style (i bring this up because i suggested it to somebody earlier) you want bright complementary colors. even if they don't look like your ref.

so in truth, if you want to know what colors to use, post your line art, or reference. give us an idea about what you're looking for, and then we can tell you how to go about looking for a palette.

Try palettes of 8-bit computers and game systems for a quick start. They have everything needed even if it doesn't seem so.

Palettes have no formula, tutorial or trick. Color is theory and subjective you just just have to learn thru trial, error and experimenting.
You can begin using other artist's palettes and learn from them.

I usually just pick colors from the source picture when colours should correspond to any specific palette.

No, you don't have to. What I meant to suggest is rather than sit and wait for the perfect colors to appear just start pixelling and use someone else's palette to get the brain working and the juices flowing. While pixelling, adjust and modify colors as you go...you learn, you practice...all good

All you really need is a good understanding of colours, then you can know what kind of palettes to create for given situations. Of course, you will most likely edit a palette as you work through a piece, so don't be afraid to just go with it and see what happens - don't feel forced to create a palette before you begin.

Check out this tutorial by Niklas Jansson: http://www.itchstudios.com/psg/art_tut.htm it has some useful info on colour theory etc.
