This question does maybe sound a bit weird, but if i want to make an animated charcater (is this case i actually only mean a BMP full of the pictures the character that I later cut up and animate using the VB to make a game)

How and where do i start, By making some sort of a skelleton like in 3d animation or with a single picture of the character?

both ways are possible, its just depends on what you think works best

but usually it is, for little movement (like shooting a gun or looking up) it's easiest to copy and edit a base frame

but on more complicated things, like a full salto mortale, or a 8 way facing sprite, its often best to make skeletons or silhouettes

well im talking about a 8 way facing sprite that is able to move,jump,attack,cast spells, in all directions (some work i know). But after i have created the skeleton, how do i move on... i mean everything like shading ans stuff like that. Is that something you simply learn fast or is there simple ways of doing them like with most of the stuff in this world that we all share ().

there are no real simple ways, but i think it would work best to after you made the skeleton(pereferably with coloured limbs etc.) to make the limbs and chest etc. thicker, then to block in the basic colours(and with light and dark to show front leg from back leg) then to shade, and lastly add detail

ok i think im getting it... but after that... now i have in mind to make a skeleton for all the sheets. (move, attack, cast spells) in all directions) make a single picture to have as a base frame, cut it up into several separate pieces ( head, torso, upperleg, leg, foot, upper arm,arm etc) and then begin to match them into the skeletons, hopefully that will work.

Is this a good idea or should i think it over?

it might be better to first make the loose parts, and later combine them

and usually (depends on the size, and if you are not so lazy to just rotate everything) its enough to do torso, left arm, right arm, l leg, r leg and head
