maybe this is a stupid question, but I've had two people now ask me about HD pixel art.  I don't see how that is a thing, I mean pixel art is pixel art, right?  Is this just a gap somehow between programming language and artist... or am I completely missing something?

All pixels are HD. You can scale and output so it loses quality and gain artifacts.
Pixelart is reverse in that it starts out HD which is why it was invented :)
