I haven't done a lot of isometric work so maybe this is a stupid question, but what program is best for isometric?

 I use graphicsgale for top down, but it doesn't have any way to test isometric tiles without a lot of copy/paste. 

Is there a better program for this that I'm not aware of?Specifically something that can make tiling easier to test tiles.
