What program are you currently using? Photoshop/Imageready and even the ancient Microsoft GIF Animator let you set specific timing for individual frames. Perhaps yours has per-frame timing options buried somewhere in the menus.

If your goal is to have the art play in time to music, I recommend making a video file instead, however. The loading and playback synchronization of two separate files cannot be guaranteed even if you make the gif's timing perfect.
