remove the flashes, make the animation smooth, and let the BG animate.. like that all the stripes are coming down en the get green when they are lower.. and then the arms of that guy just do what they are doing now but then smoother, muchmore frames.. if you have that im allmost shure it will be accepted.. but the loose thing itself (no bg and animation) is not so godlike btw.. Check the clown I made.. allmost every pixel is different, and the image is not exactly mirrored o the other helft.. here in yours there are bigger pieces of a single color, the shape is allmost the standard one, and the pose as wel...

this is an example for his right arm (our left) so you start with the size of the last frame, and end with the size of the arm on the frame his arms are on that heart.. and this is just to show you how to do it a bit, the arm should shrink and grow again I think, this is not an exact tutorial about how to do that arm at that size in that movement etc...
