I think that any pixelart program is ok, as well as NPA programs are ok, there are some interesting thread on them around here.
It really depends, from a programmer point of view, on the image library you're using and what you need to do with the images you're loading.

Can you recommend any software. I read somewhere that a manga artist uses Illustrator for drawing and Photoshop for coloring and other manipulations.
