I've tried to create a sky, with a dark stormy look, and I FAILED. It's awful, need help.

I tried to make this in pixel...

Its not as awful as you think. Work on smoothing with a combo of AA and dithering.

To create that high-contrast spot, just sticking light against dark flattens out the image, in effect. It pops out as a flat shape rather than a form, if that makes sense. Like jalonso said, just smooth and dither a little bit. It's coming along: the top bit is really nice! Cool picture, too.

I think what's really pronounced in the reference picture is the rays of light on the bottom half.  If you hold your hand over the bottom of the reference picture and just look at the top, it really doesn't look like much.

You could probably make the pixel art look even more striking keeping that in mind.
