Dear adherents of pixel-art, whether there is a program for check of a palette of drawing on conformity to certain quantity of colours and replacement of those inappropriate colours by the necessary?

"Sooo. . . is there a program that allows you to easily exchange one color for another? Doing this by hand is obviously very tedious. I remember figuring it out on MS Paint, but alas, I do not have a PC and the program I am currently using, Pixen, doesn't do this in any capacity. Possibly a real lame question, but I just don't know pixeling programs.
