Probably an easy question but say I do a pixel with a 1 pt pencil tool how do I scale it so it becomes 2px if that makes sense?.

By making sure the scaling is 200%, no free hand scaling; and choosing 'nearest neighbor', never any bilinear or bicubic resampling. I think you'll find those options in the software you're using. I might be more specific about photoshop if needed.

I translate from CS2 French, there might be little differences:
Image menu / Image size: in box, Width or Height > % > 200 ; check the 3 boxes below (or at least the last 2: Save proportions and Resampling). Main item is this: Resampling > Nearest Neighbor
Then OK.
You can also make the resampling option permanent: that's ok if you only resize pixel art. If you mostly resize other stuff such as photos, it will be a pain. Edit menu / Options, it's the 2nd box on the first page (general)
