You need to change the palette a bit:
-higher contrast
-bit different hues, a lot more towards green
-get some more volume/ into it, make it look rounder
-try to get some transparency effect in there:
 
Things like showing stuff on the other side of the shape (like Waldmeister's lederhosen) and small bubbles usually work nice.

How do I go about doing transparency? I know MS Paint 7 doesn't have transparency and I don't know how to use Graphics Gale. :(
EDIT: I just noticed my "water" dragon sort of looks like ice. D:

the transparency tool is kinda taboo in pixel art, the transparent effects you see in the examples provided by snader were done by hand. you just think about what's on the other side and let it come through a bit, just like in any traditional medium.
and it looks like ice because the palette is varying shades of light blue + white, more contrast and greener tints will help.

Yeah, but I can't really assume what's on the other side because it's an attack for a game, so using transparency tools is all I can do.
EDIT: Got around to changing the palette;

palette looks better could use more hue shifting imo, rather than variations of the same bluegreen. and the examples snader give don't show stuff on the other side so much as show their other side, the underbellies/backsides/bases

Is their a program that I can use to easily change the palette? It was kind of hard in Paint. D:

It is very easy with paint. Just select the color you wish to change with your left mouse button and the color you wish to replace it with the right button. Then select the eraser and start to erase but with your right button and it changes the colors. :) If you did not understand, then maybe someone else will explain it better :)

Well, there's always color cycling. But that's done with a program.
It can turn out really good, though! Just gotta know a thing or two about 2D graphics coding. :)

I think Byond Dream Maker has a palette swapper. I understand Pixel Art is all manual, but things can be made easier with a palette swapping program.
