As for the fee, you will have to supply more information before anyone can give you an estimate. How many icons? 5? 100? What size? 16x16? 128x128? How many colors? What kind of style? Super-awesome-mega-tastic-quality, or will OK-quality suffice? Etcetera.
A good idea would be to find some reference images to show to the potential artists, either from our galleries, or google images, or deviantart or where-ever.
