This does have the potential to be a great pixel art piece if you continue to work on it. However, at the moment, it's more oekaki than actual pixel art - that is, it looks like you've just dragged the pencil tool around in a number of places rather than directly altering specific pixels.

But actually in the gallery there are pieces which are less beautiful than this one(the rest of my gallery for example).
And I did move quite randomly the pencil tool, but with an intent, and if that intent wasn't shown in the piece I tried again. Sorry if I keep on protesting, is just that I love this piece so much that it hurts me to see it cancelled. But if you really think it must be improved to be gallery-worthy, then I'll improve it.
Also: Look at the sea, or at the robe, or the face, or the clouds, they are done with normal pixel pushing and stuff, but I did the hair and the sky differently for a reason.
The point is that my "random moving" was something intentional, and I think I would not change it because I like the outcome.

I'm sorry to see that your art wasn't accepted. It is attractive and has a lot of potential, but I don't think that's really the issue.
Intent in art is very important. Many people argue that intent is absolutely required for something to be called art. In pixel art intent is taken to a different level though. Things just aren't done randomly, even if it's intentional. When using oekaki techniques art tends to become messy. Pixel art is very finely controlled and shouldn't be messy.
It looks to me like the most obvious lines that were drawn randomly are the very lightest one on the cloth/hood area. The next obvious are the slightly darker lines in the same area and many of the lines in the sky. Maybe you could clean those lines and try again?

The majority of the oekaki/unrefined pencil dragging I was talking about is still there. I strongly suggest opening up a WIP topic for this one. This is something that I think you'll need to spend longer than an hour reworking.
My first piece of advice would be to reduce the canvas size - maybe half the size you have now...

Wow, this is great, I really like this for what it is (even if it doesn't qualify for pixel art -- but I am not an artist so I don't feel qualified to judge if it does or not).
Keep up the good work. Even if you can't improve this, it's still very good as it is, in my opinion (but you should still try, so that you can have it in the gallery). There is a lot of emotion in this motive.

Not sure I like the harsh white shine on black face. Doesn't really seem to create the illusion of real volume.
The background & clothing have interesting textures though.
Still, I think the point others are trying to make is that this image doesn't have anything that screams, "I had to make this part zoomed in 1000%!"
