Looking at the sample and the leaflet I see two very different things. Different proportions, different shading. I don't really see what was stolen.

I only see one similarity, the "Entrance" piece in the bottom left of the leaflet. Even then, it's too small and blurry to be sure.

It's completely different. I think the only way it would be similar is that they're both maps of the same thing.
Consider this- If two people make maps of the same thing then wouldn't you expect they'll put things in about the same arrangement? Since that's the way maps work. Besides the layout of where buildings are located it looks like every last possible detail of it is different.
Keep in mind that when a business wants to design a project they may contact multiple artists to send samples, and they may only choose one of those artists to keep. Depending on the terms of the agreement you may need to be compensated for your time, or not. If it was not part of the agreement that you must be payed for your time regardless of if your work is used then they probably don't owe you anything. Some agreements are that you'll be payed upon successful completion of the work.
