"Revision Required"?

I got a message from the user "System" saying that a picture I have uploaded does "does not meet our quality standards or the art needs revision for some miscellaneous reason."
This is my first picture,and it is of a guy beside a mountain with a rainbow on-top thinking "Skittles...".
Is it because
A: The resolution is 100X100,witch is considered low-resolution and is "bad"?
B: Because people somehow managed to find something inappropriate in  this simple picture,witch is HIGHLY unlikely?
Or C:"System" has experienced an error. ( Most Likely )
So the administrators and other people can help,I have copied all of the message and pasted it here.

You are young and maybe just learning pixelart. I did not send the piece back but both this and the other space picture are extremely primitive. I love, love, simple pixelart so I don't mean concept, idea, or creativity. However, the simpler the pixelart the better the techniques have to be. Especially, in a site dedicated to pixelart enthusiasts.

There is just below and above this thread some threads on pixelart and coloring you should review. You have a bunch of colors which show no control and you have banding and poor coloring in most areas. Banding, pillow shading, etc. It does in fact fail to meet the most basic of general quality standards.

This is stuff you can learn quickly and should motivate you into improving and not be taken as an offense. We offer the forum for WIP help and you are most welcome.

Its extremely important that you understand that art made using pixels does not always mean its pixelart.

Equal in quality because the techniques are good. Pixels are well chosen and controlled. Precision is everywhere. I show them because I don't want you thinking your art is rejected because its simple, cartoony or whatever you kids are calling it these days.

ps: your space art is something I would add(not saying I'm going to tho (uninspected closely). This scene is just poorly colored, k.
