I've been asked to post this by the guy who made it, here. It's not a mockup, it's an ingame screenshot, so keep that in mind when thinking of the things that can or can't be easily changed.

So... C&C?

Pretty certain most of it, if not all, wouldn't qualify as pixel art by PJ's standards. All the effects also make it harder to judge (such as the white lines around the outside.
But ignoring whether or not its pixel art, looks okay i suppose.

Not sure which aspects we're supposed to critique...
From a gameplay perspective, there needs more disambiguation between the ground, obstacles, and other things. The walls and crates do have that little shadow going on, but it's still hard to see that they're obstacles. Same thing with the vegetation. From the lighting they all look like knee-high shrubs instead of a combination of shrubs and trees.
Also, everything's "realism"-obsessed brown-green. Logically that may be how things should look like, but this being a game elements should be readable. Try using a more varied palette, some contrast on some objects, maybe a different color for the bullet streaks.
