How do I make a backround transparent in paint or photoshop? I am working on something I would like to submit to the gallery soon.

use iaza.com or download giffy.

(then dl grafx2 and ditch paint :P)

In Photoshop pixel on a layer that has BG transparency and when done 'save for web' making sure the 'transparency' button is checked before saving the gif/png8. Do not use png24.

I tried downloading grafx2 but I got this error during installation-
Error opening file for writing

(file name was here but I don't want to type it)
Click abort to stop the installation
Retry to try again, or
Ignore to skip this file.

For Photoshop when you create something new, "New" then "Blank File" when the options come up on background contents select transparent. If you're editing something and the background says it's locked, just duplicate it to get an unlocked layer then delete the original background then you can erase stuff if you need to do so.
I've got PS 6.
