I need some opinions on this please folks!
This is the title screen mock up for a game, it is so long vertically because it scrolls from top to bottom over a period of about 30 seconds. What I'm looking to get opinions on is the mood and colours I've chosen; does it look and feel sufficiently bleak and futuristic?

It does look bleak and futuristic. And it does look very good. I love the colours !

The buildings in the foreground at the bottom of the picture seem unfinished. The one on the right side looks particularly rushed.

I know what you mean about them seeming unfinished; you can pretty see pretty clearly where my inspiration/will to finish ended. The piece itself isn't finished, so I'll definitely be sorting those buildings out to make them complete.

Very nice! I like it.
Only real critique (other than what Elastico said) is the dithering in the sky is rapid and wild. There are a few spots in between the gradients that have these odd sideways L shapes in the dithering, and yes, it is not too appealing. The dithered clouds are also not too nice. The shape on the clouds are good, but when the cloud is in between 2 sky colors it looks strange, and it might be a tad bright for my taste.
Also not really digging the large stars (might be better if the stars were animated or if the stars were more disperse.
You deserve props for the color usage though. The purple to red to yellow is striking and nice. But the tan color in between could be a little more orange.

This is kind of a minor nitpick, but I feel that stars are always more fun when you get a bit more colour involved.  That way some will seem larger or smaller (closer or farther away?) depending on their colour -- even if both are just one pixel in size.
