For pixel art, I use Photoshop, but I can't find a good program to animate them. Suggestions?

Look into Jasc Animation Shop or something of the sort. There's others to use too, I think Grafx2 can do it. There's also a thread in here with a pretty loaded swiss-army knife tool for pixel art.

Photoshop is good for animations and is what I mostly use. Other apps are better but PS can hold its own. gif output from PS couldn't be easier.

When did Photoshop get animation capabilities...? I've been using it for years and I never knew about that. Hrm...

PS has always had animation capabilities and every animation in my gallery is PS made and is what I mostly use. If you have an older version then ImageReady is packaged within. newer versions of PS go to the 'animation' tab and animate away :/

I you want something simple and efficient to animate pixel art, I strongly recommend you ASEprite http://www.aseprite.org/ - (link) , it's quite awesome and export gifs.

For ages I had your exact same problem, it was very frustrating but I came across Pickle which personally I see as one of the most simplistic and bst around.
