You can start with MS Paint. It's installed on pretty much any PC, and it is simple so you don't get lost or distracted.

I have Photoshop, and I still do a lot of pixeling in Paint.

I think it is no clear answer about it. The last version of MS Paint sucks really to make pixel art. And even before it, I prefer other programs.
But Paint is better than to have no program.

I use GIMP. There are lots of tutorials and it only takes a few minutes to figure out if you're just going to make pixel art with it.

I also use Gimp I feel like it was the most simple program to use for sprites and it also has a lot of tricks to speed up pixel art such as changing one colour to another so that I can mess around with colours

Also, I agree with AEslet: there's no clear answer.
Imho, you'd better try some of the programs mentioned in this thread, then find out which one suits your needs best.

I've been using GraphicsGale for quite a while, and I tested other programs, and I still think GG is better.

I switch between Pyxel Edit and GraphicsGale. Each have nice features that the other doesn't. I love Pyxel Edit's tiles. Perfect for mocking up games. Pyxel Edit's not free though, but I think it's really cheap, I think it was about $9 when I bought it.
