To be more specific. Back in the days, people drew by hand, and imported the artwork onto the platform which in turn would pixelate the image immediately - similar to the "Posterize" effect in photoshop which I tend to use allot for my backgrounds.

But I wonder, is there a better solution? Software or anything that wont require as much work? How do you do it?

I'd imagine many artists start from large to small. Setting up the big shapes and general color feel they want on the canvas and then slowly working down into fine detail. I'm sure there are lots of processes that can try to make the detailing easier, but not sure what will give near as good an end product and i'm sure this site would probably not like it as it's "traditional".
