There are lists of things people could suggest that would all help you learn more. But most important is that the more hours you do it the better you'll get. The more involved in a related community you get the better you'll get. The more you have deadlines and someone expecting results the better you'll get. The LESS people like your stuff the more you'll feel like you need to improve. But when they (or you) do like your stuff that's pretty great. :)
As for specific things to do to get better at (pixel) art?
Pixel art specifically seems to be about an economy of color and a lot of visual information into a small space. So it almost feels like it's not the place to start and expect good results as there's less space to waste?
I'd start by drawing in a sketch pad all the time. If you have strong underlying art skills and know how to learn you can get good in any media.
Go to life drawing, go to the zoo, draw crumpled clothes and towels, draw animals and look at the real shapes of human and animal anatomy. You want to pixel environments? Draw em.
Then I'd learn at least the basic information about how light hitting an object effects it so you can use a light and/or shadow color of any basic color you want to throw light onto. There's a section of the forum for WIP that has lots of information including palettes and color.
Create for yourself a repeatable process that can unify things you make. And then try doing things a different way, instead of starting with linework start with large shapes and silhouettes or color blocks. Instead of realistic try exaggerated or bizarre.
Look at reference all the time. Whether it be real life reference or referencing a certain style (how does Mike Mignola use shadow silhouette in his Hellboy art? how can you make steriotypical anime art more interesting? how does Disney do fire effects animation? and so on...).
This will take years, then you should come back and ask where to go next if you think you still need to
Have fun! And post work or message me any time I'll try to respond as I've got time.

Draw draw draw!
Don't be afraid of the white canvas/blank screen/empty page/etc. Just start and have fun!
