I advise http://evilpixie.scumways.com/ - Evilpixie , it is as evident to use as MSPaint, with added palette management, and mouse/keyboard shortcuts (wheel to zoom and pan, etc.)

If you have photoshop then yeah that's what I use. It isn't great for animation, but I've moved back and forth between Photoshop and http://www.piskelapp.com/ - Piskel , using Piskel for much of the animation. Or I've taken stuff into Flash CS for animation.
