Hello there.

When you mention that you have a low budget but the payment will be increased if funding is secured, does that mean you dont have the means to pay for artwork of that quality as of now? Because I suspect you're more or less implying that.

While this isnt inherently bad, you might want to take in consideration that is always better to secure a payment first and then aim for this kind of work.

It all depends on the prices offered to us, which is another reason I offered to negotiate the prices.
