I am finishing up on a passion project and need to make the title screen. I was able to get most of the way to what I want on my own, but feel that it would be worthwhile to ask a professional to polish it up. Here's what I have so far. (apologies for amateur quality, that's why I'm here haha)

The image is 256x448. Only 256x224 of that image will be visible at once, but the screen will pan up and fade in from black.
This is about the extent of what I can do with 2D art, and I would really appreciate hiring someone to help me improve what I've got. I am happy with the colors and the overall layout, but obviously there is a lot that could be done which would make this look better, and I simply don't know how to do that.
The specs of the job are as follows:
1. I would like to hire someone to help me fix up this picture, keeping the same palette, layout, and overall style. We can discuss this further.
2. Because this is running on a console, it is subject to the following technical constraints. These constraints must be met:
* The image is made out of 8x8 grid tiles. * In total, there are 767 (16x48) unique 16-color tiles, as well as 496 (16x31) unique 4-color tiles * The tiles can be repeated, and flipped horizontally or vertically (not rotated) * For both types of tiles, one is reserved for transparency. The background color can be set to anything, but it must be the same for all tiles. * There can be 5 distinct palettes for the 16-color tiles and 8 distinct palettes for the 4-color tiles. Additionally, the 8 4-color palettes can be treated as 2 extra 16-color palettes by grouping 4+4 together.
3. I am not asking for a massive overhaul. I just want the above image cleaned up with maybe some very light texturing. I don't need anything crazy, and I already like the sort of "flat" look that I have. There is no need to add in huge amounts of detail, cover it with dithers, etc. Please keep it simple.
Payment
As I mentioned, this is a passion project and not a commercial game. I am open to discussing the price, but I insist that the price be fixed and not hourly. This is meant to be a relatively small and simple job.
