Bahh it always bugs me when people try pass off filtered photos as pixel art. You'll have to try again dude. sorry.

I can do this easily with a filter. Takes like 2 seconds

pardon me, but whats a filter? some program to make what I just did? well any ways the way I made this portrait was by first using web cam, then second I used the copy colour button, then spray paint. sadly this is not impressive...but it is my first portrait, and I was just screwin around anyways

S'ok...

Filters are something that graphics apps have that allow you to take a picture and "filter" it with an effect.  The picture above looks very much like a filtered effect on a photograph which takes literally a couple of seconds to do.

I believe he used the spray paint tool, it certanaly looks that way, but aswell if you loo closely at the whiskers it seems he sprayed over the photo.  Am I right? Did you use thewebcam photo as abase, if so thats alright but try to only trace over it so there´s no evidence of the photo under. ok. Hope this helps.

By the way, nice use of spray tool, I could never find a use for that, next time use a layer to race otherwise u can still see the photo.

Yeah, looks like he sprayed over the image with spray can too. But, that could be actually pretty easy.
