A few weeks ago I made a sprite that was too large so I had to skew it. Little did I know "skewing" it made it NPA so I was asked to "revise" it. I was told when I skewed it it gave me 604 colors... So I spent about a couple weeks remaking it and this time I placed every single pixel by hand as requested by the system. (The piece in question is currently my avatar)

Anyway, I resubmited it and I recieved yet another "revision required" message that says: "your submission does not meet our quality standards or the art needs revision for some miscellaneous reason."

Now I was decently pleased with this avatar, yes I am kind of new at this but I really don't think that this is that bad. I have seen worse in the PJ gallery...

What exactly is so bad about it? What should I fix? Also, is there a place I can see the "minimum quality standards"?

I think it just looks a little messy in the circle part. How many colors?

I personally think it looks good enough for the gallery, but you could improve it (especially the circle) with some antialiasing.
