This is for a game that I might actually finish. Because I actually started. Go me.
Anyway, I need major help on the dithering. I also need help on the anatomy. It doesn't quite look right.

You could use to change i http://scienceartandmore.com/ProductImages/ACH/3262_LG.jpg - t to a more tannish/yellow hue. As the refs show, skulls just aren't white. Also, you could use some more colors to help define shapes here; if you're not set on having this be b/w I'd suggest upping the color count to around 4, 8 at most, so you don't have to mess so much with suggesting form through shading subtleties and the like.
 
There's a big opportunity for you to improve here and I hope you take the chance to up your skill level and work off an anatomically correct reference or two.

Yep, just listen to MoD and all will be well. I reckon 5 colours is ample for this. Some grimey browns/olives up to a kind of bleached yellow-orange or pink could look alright, but then palettes often change many times during the piece...

Dont worry about dithering right now. Do that later. Your focus right now should be proportion, then shading, then colour reduction. Dithering comes under "colour reduction", therefore it should be one of the last things you worry about.

Well, I forgot to say, (and I am sorry for this) it can only use 2 colors, black and white. I would have done what you guys have said, though. Oh, thanks for the references.

Hmm, more tricky. Well I'd still develop it in 4 or 5 colours and then reduce it down to 2 at the end, that way you can easily manage the shading without fiddling around with dithering the whole time.

Yeah I agree, go ahead and shade it with about 5 or so colors then replace the blocks of color with dithering patterns. You want to get the base contours correct before shading with one color.
