I was thinking that since I'm usually busy, and I wanted to get a template anyways, what about a pocket PC?
 
I know there are some older versions of IPaQs out there for under a hundred bucks with a stylus and free drawing programs, anyone do this? Only thing is, if your springing for 16 million colors you gotta get one of the newer $400 ones. The cheaper older ones only have 4,000.

i use my pocket pc to draw/pixel all the time...  just got to find what one works for you and what program works.

my pocket pc is also my phone, and costs around 500 new.  the program i got is about 50.  so, if you want it to be actually worth it, expect to pay around 600

If you have a DS you might want to wait for this homebrew program as the guy did mention using it for pixelart animations etc:
