The top one looks like George Liquor.

Cuteness? Nose not over hanging mouth, button nose, bigger shinier eyes, rounder head, higher eyebrows.

I find cuteness is all in the eyes.
Both your versions seem to have scary eyes.

This is well on its way to being very cute!   I particularly like the stubby limbs
I did a quick paintover, which may or may not be to your tastes:

I am of the beady-eyed, less-definition school of cuteness   In general, "empty" eyes like the ones you had look a bit creepy because (this is my own opinion here) they make the face mask-like.

I also added a little hat, because I have a theory that a adding a hat just makes everything more adorable

Hope that helps!

Actually, it reminds me of A. Hitler.

Very, very nice!

I tried to do something similar to where you were going, didn't turn out as good. But atleast I tried.

edit: also, I just want to steal the idea with the hat. Just love it! (But I can't steal toooo mouch ^^)

edit: tried to AA it! (just the scarf left, but it has some other things in need of fix too)

edit: some c&c about the shading on the head. Thanks to G_Dragon for helping and spent time showing me an edit.

Lookin' good   A small thing is that I would reduce the aa you have around the eyes a bit, it's a bit blurry--keep things clean as possible for this, I think.  And feel free to add that hat, it's not stealing if you draw your own! (a top hat would also go charmingly with this)

Adorable! What about adding two white highlights to the eyes? You can just do a single pixel at the top right corner of each eye (the darkest part) to give it a little sparkle.
And we all know sparkles are adorable. ;)

Maybe some snow drifts in the background instead of the plain horizontal line for the horizon?
On second thought, maybe it would be easier to do a quick edit lol! I hope you don't mind!

And I added a heart just because... well, hearts make everything cuter.
I love the idea of the top hat, I think that would be really cute.

I tried to do some "background" for it. I liked yours ^^.

Also, I agree that the hat would be really nice addition to it, but I didn't manage to make one my own (one that looked good that is).

Here is a demo. It can be hard to explain everything in one lot. Take what you need from my demonstration pic. Face does not have to look straight down the camera. I have used construction lines. The eye line was pulled down very low on the face. Smaller faces at the bottom of the skull are the cutest because they remind us of babies. Same with leaving a large forehead... babies have large foreheads... well the cute babies do.

If you need more info... just ask.
