I really like what u have done so far.
Perhaps u should try scattering the edges of the clouds far a smother fit into the sky.

I'm not sure if dithering the clouds is a good idea. It gives it kind of a rough texture. You should try cell shading. Or at least if you're going to do dithering don't make the colours SO different.

indeed. sun is a strong ligthsource, and gives an orange/redish tone to everything it touces. clouds are affected by this light, so they must reflect a brigth side where the light hits them. same for everything in this scene.

and perhaps a bit more work on the shape of these clouds, so they wouldn't look like a weird mass of clay. use references, they'll save you a lot of time when you really don't know how to do it.

I think you're kind of making them too bumpy in their overall shape. Clouds don't really have ridges. Try to smooth them out a bit.

You're right about it looking spotty. Try a less dithering technique and more cell shading. Or, if you're going to do dithering, try to do a layer of it rather than just random specks.

remember that clouds aren't made of a solid material, they're just an accumulation of watter, so they don't follow any kind of pattern.

another idea on how to make a sunset

I liked the first version of clouds. I think coloring the clouds on a sunset/dawn is quite challenging.
Could some real photos help you?
Here are some examples I found (just a bunch to see which colors are involved, maybe to create the right palette):

http://flickr.com/photos/stewg01/1259029116/ - this photo in particulart shows how clouds are made and how are they affected by an orange sunset light.

and this is another unrivaled example of a post-apocaliptic sunset.

too much contrast and colour IMO, maybe lower the palletes saturation its too harsh right now
