i'm preety new to pixel art in general, and i honestly don't know where to start. what i want to do is tilesets, and also portraits, specifically, portraits in two colors. however, i've tried my hand at a set of eyes, and it's ridiculously difficult. the shapes that i come up with don't look natural or smooth, and my tiles are not even worth bringing up. to make matters worse, i can't figure out how to upload things i made in GraphicsGale, because my images don't appear in an upload box. so, my question is: where should i start? should i try to work from a reference pic, or should i do freehand?

Try everything, be patient, it takes a while to get the hang of it, see + study others work (zoomed in).
Use the WIP section for feedback, praise, encouragement, flaming and general newb mayhem
There just is no other way. Whatever work for you as long as you make everything OPATT (one pixel at a time).
