Got carried away working on this as you did such as nice job working in all the little details...!
Anyway, here's how I'd do it:

No dithering.
There's people who could explain it better than I can on here but basically try to avoid dithering on smooth surfaces (like the forehead here), especially if you've only got a small colour palette. It looks messy and it adds texture where you don't need it.
Also, I mucked about with your outline a bit to try and smooth over some of the curves.
Hope this helps.

you uploaded it before any crit? a point in posting it i may ask? You could really do much better on this.
A pa with 'serious color problems' should not be uploaded, especially when you say it yourself.

NO! Then it is not your work, noire would you have learned anything from the experience.
I'd say get to work on this, and fix it up yourself. As for submitting work that is not at a good standard to what your capable of...is just lazy. I think working on this would give you allot of experience. I myself, would work on the line art, there are simple rules that apply to most things in pixel art. Look up "Derek Yu" he has an awesome tutorial that shows the steps to take when making a character. I have gone back to this resource as many times as I have tied my shoes. It shows the basics to perfect lines, AA and so on, and is a good start to all pixelartist, and a good reference to intermediate artists to.
Don't be lazy! there are plenty of useful things on the resource page of all pixel sites that can be used at your dispoal, and many people spent hours on end making these for your pleasure.
Read up on things you don't know, before asking for help.
