In your revision you stated that my "computer chip" picture was not "pixel art" meaning that each pixel be placed by hand, but the thing is that there were no tools other than ms paint used and I placed each pixel by hand, I am confused as too why the resolution on my picture has been changed?

2138 colours? No this is not pixel art.
How could we change the resolution on your image? I suggest looking into the problem on your end first before accusing the staff of wrong doing.

I actually lost this file when I accidentally reinstalled my OS about 3 years ago and didn't expect to ever see it again so the last time that I had touched this picture was when i had uploaded it, which means it has been sitting on your servers for this long and the only people that could have messed with it was someone on your end, otherwise I would have just re-uploaded that original file because it was accepted the first time

but you know, the people who let it in the gallery maybe just didnt notice the amount of colors in that moment and rejected it in time, well, we're all humans and we all are bound to make mistakes. not to mention that PJ's policy about images has gone more strict than it was 3 years ago. even when a piece was allowed in the gallery, users can still check it and report it if necesary.
there is no image intervention when you upload the image. after all, the idea is to display what you want to showcase, not what we want to show from you. so discard the "PJ ruined my image" argument right there.
in any case, and using this as a disclaimer, this is not your private hosting site, so you understand that having a backup of your images is your responsability, not ours. the image was there for all those years and you didn't care about saving a copy when you had the chance. well, thats your fault not ours.

no the difference in the most current picture compared to the original is extreme, I actually am not arguing about the fact that the image has been changed, I am bringing to attention the validity of the image, and it is no longer up to par, switching subject now and this is now about the state of the image, whether it was something that PJ did purposeful or not possibly through a server upgrade or a backing up of the files you can not deny the fact that the image has been altered drasticly.
Obviously this site is not my personal hosting area, given the environment of the site and use, I would have to be stupid to think that, do you know who I am? I am a pain in the ass. I know that by not coming back to this site after 3 years something was bound to happen, whether my account be deleted or, such as our problem, an image was screwed up I assumed that after about a month of inactivity you would delete this account to free up server space. Now that we have successfully begun nitpicking I suppose the whole reason that I started this forum thread and asked these questions was because I was curious whether or not you might have the original stored away somewhere?
P.S. as I had stated earlier I accidentally ereased my entire hard drive which was not the intended action, this was back when I was inexperienced with computers, so I had no chance to back up files

you could always try to remake it. if it was made 3 years ago and you still remember it, you can always use it as an excuse to show yourself how much has your skill improved since then.
because the image is lost and there is no way to recover it. sorry.

Not true.
1) There still an image in the preview slot. So if there was no larger detailed image, then there it is.

There's probably a bunch of sections with alternating colors, too small to spot, caused by something or another. Perhaps a mess up as he was making it?
There's no mistaking that this is pixel art and acceptable for the gallery (perhaps not on quality standards though), but there's clearly something wrong with it.

Sorry, I glanced at it and counted out the white because I thought it was a transparency color. It showed a readout of the colors like what you posted.
