1: can anyone make up their own challenge?
 
2: One time when a sumbitted I peice, it said something about a inclusion...What's that mean, and why did it say that?

1 - Yes!, if you have a good idea don't tell others and send your challenge to your favorite neighborhood Mod.

2 - If it was a challenge entry it probably did not follow the rules and if refular pixelart for your gallery something was wrong with it and was not included (thus inclusion).

You are uploading completely right, however the pieces you submit do not seem to meet our quality standard.
