This canvas is far too big for you, that said.
You have to get the proportions worked out before any further progress.
Search for manga/anime tutorials, many exist. The forehead, space between nose and lips and chin are all the same height...think about it.

A critics is, for example, that it's not in manga style anymore.
I suggest to draw on paper first, and to practice with manga tutorials and Naruto's references.
Also, it's good if you draw some proportion lines (like http://1.bp.blogspot.com/_YPFDDjQ_y_Y/RulTfOHhICI/AAAAAAAAAPk/uuQ-rXAbEKQ/s400/GirlFaceTutorial003_06.jpg - this ) before starting with a more detailed lineart.

Hi. I don't think you should give up, but I disagree with jalonso and asukicco: I think you should learn to draw the human face and form accurately and plainly before learning to do so in a particular style--in this case, manga/anime.

Read a basic face tutorial, draw, draw draw drawdrawdrawdraw, repeat. There's nothing wrong with doing the "draw" parts in pixel if that's what you're comfortable with (in my opinion), but there's no way to get around the massive amount of practice required to not suck. The basic knowledge you gain from understanding the fundamental forms and volumes of the human face will be an incredible boon when you start to draw stylistically.

just my 0.02$ best o' luck.
