More NES restriction questions for yall

OK, dunno why I said, yall, I'm not from the south.  I already have the Natomic restrictions pic ( http://www.adamatomic.com/art/nes_spec.gif ), but there are a few things I am confused on. 

-The number one thing I am confused on is Megaman.  The NES Megaman has two shades of blue, black, white, and a skin tone for his face.  That's 5 colors.  How is this possible?  Multiple sprites programmed to move together? How is transparency handled with sprites? Meaning, it doesn't count as a color would it.. because then Megaman would have 6 colors.

EDIT: Shows the 5 colors plus transparency that they used for Megaman.  Trickery, or misunderstanding the rules?

-Not 100% sure what the alpha color means.  Is that one color that everything gets to use that stays the same?  Like black?  So, could I use 3 colors in my tiles and sprites, plus black for example?  Or white?  Can this be changed at any time?

-Background color; is this just the color that is layed down before everything else?  Do tiles against the BG color have to include that color to blend with the background, or is there a transparency?

I want to say that's all of my questions.  Maybe I'm trying too hard to be technically accurate, but I want to stay true to the abilities of the NES.  I have a decent amount of amateur game programming experience, so I know how to combine sprites to make one large sprite and such, so as to not overuse the technique.  Anybody know the answers?  :P
