There are such programs?

What do you mean by 'pixel format'? Do you want to convert something between file formats, or are you asking how to make pixel art?

There are no programs which make pixel art automatically. Every image on this site was made by hand through painstaking work, pixel by pixel.

If you would like to make your own pixel art, you can make excellent images just using MS paint. But you have to make it yourself, the program will not do it for you.

I do not want to draw pictures for your site, I need a program that would facilitate the gif images that they weighed as pixel animation
