To animate people, I don't think slicing them up and moving the pieces is the best way. Each frame should be redrawn.

The feather should move the other way round (down when he's up, etc).

Funny char though.

Anyways, cool wizard guy, his beard could have used some flowyness to it.

Feather seems a bit rough as well, but I like the design.
