Unfortunately, yes. As stated in the submissions page the pieces have to be approved by the moderators before they are added to the gallery. If it's not approved it just means that they think you can do much more to your pixel art before resubmitting it. It's a great idea to go to the forums to get useful critiques on how to improve on stuff.
This piece can't be used as an avatar because the maximum avatar size is 64x64px...
Anyway I don't know if this piece would be accepted: there is no real technique nor concept...
'(evine thou it looks like my bay sister puked) art in a pixel stile. it took me about 20 minutes. i hope i (or some other people) get to use it as an avatar.
