I don't mind the dithering here.  It looks good at original size. 

Thanx for your comment! I was hoping that dithering will convey softness, it's a cloud, it is loose and airy (that means for me soft shading, that means dithering). On the other hand it is possible that I'm wrong and dithering is really spoils the picture.

 

The dithering looks a tad rough for air, but still a nice design. I love the way you pixelled the wind.
