Firstly try to pick a lightsource and add shading and lighting.

Nice bump post there, Aastikya.

I disagree with Gecimen: you've followed the lightsource from the reference, but your main issue is getting the proportions more or less the same.
You may also notice that Kisame has grey skin in the picture, and not with a blue tint to it as you've done. The same applies to hair: generally you should be aiming for a grey palette.

Here's my edit (I wanted to get the face's proportions and details about right) next to your current piece:

Ah see I see the mistake now. Thanks..

Well, Kisame is from mist and also in anime it has a blueish skin so I gave it a blue tint.

They aren't mistakes, they're inconsistencies in what you wish to achieve.

I'd like to remind on a more general note to newcomers that on an art critique board matters aren't necessarily as straightforward as 1+1=2.
It's not that simple, because I'm not "right" and nor is my work, and your work isn't "wrong" and you aren't "wrong", so to speak. It's a question of what you want to do with your creation.

I can suggest a result which can help you reach your goal, or even change your goal.

Well here is another face. I made Kisame look like a lady so it's a Lady Kisame and Piccolo.

Light sources in both the faces are different so don't confuse where is light source actually

It looks like your light source affecting Kisame's hair is coming from the opposite direction of the light source affecting Kisame's face. The hair is highlighted on the right and the face is highlighted on the left. It also looks like there is no light affecting the headband.
