system. All stations have a typical mezzanine level, but the Metro has
this level full of shops and kiosks of all kinds, most stations have an
additional mall-like level between the street and the mezzanine levels
with the trains running at the 3 level down and 2 levels up.
Hehehe... i found my entry :D... what plattform are you planning to do? 4bit? 8bit? 16bit? 32bit? 64bit?

Tiles can provide a grid that helps to give scale as well as a way to reduce the used memory for graphics. Maybe this challenge doesn't have restrictions on tile count, but there's always that secondary or tertiary (or even quaternary, eeps!) goal of achieving your intended results with as few tiles as possible. It's similar to the question of "If the monitor can display 16,777,216 colors why shouldn't I use them all?"

Gotta love dem DS mockupijiggies.
 Top Screen is just a constant background where the 2 layers (Wall and Sky) Slide along depending on where you go. Bottom screen will be fully tiled, and where the actual gameplay will take place.

Well that looks pretty good HMC, but it kinda looks like a creature is climbing out and is so bid its blocking some of the light. Also, When the rules says
"Make a game mockup of an underground city or place"
Does that mean we make an underground city or place...I am confused. Or does it mean an Underground city or Underground place?

SNES did not have a set palette only NES did.

it's tru. technically, the SNES palette can support 256 colors
Color Capability: 15-bit color depth (RGB555) for a total of 32,768 possible colors.
- Palette: 256 entries
- Maximum colors per background layer per http://en.wikipedia.org/wiki/Scanline - scanline : 256
- Maximum colors per sprite: 16 (color 0 is always transparent)
- Maximum colors on-screen: 4,096 without blending and 32,768 using the color arithmetic circuitry for http://en.wikipedia.org/wiki/Transparency_%28optics%29 - transparency effects by blending multiple backgrounds together.

then i figured how to set the palette: as easy as reduce the color depth of my psp7 from 16millon(24bit) to 256colors(8bit).
if needed, i can upload the palette file so others can use it.
