Hi, you've got a good start here, now its time to push pixels and polish it up. Some things I notice:
The shoulders could be improved, they are too round on the inside and not enough on the outside.
If the armour is segmented then add some lines and shading for depth and separation, if not, still add shading
The shape of the head is weird and maybe the proportions are not quite there yet.
Separate the gun from the face and dont use the same color scheme for gun and uniform. Maybe more black on the gun and gray tones. Dont use the green on both.
Where the uniform breaks at the arms use stronger lines and make the difference in thickness of fabric vs body more marked.
Maybe go for a shorter or side held gun so you can increase the dimensions of the soldier by a few pixels, that will give you a lot more room for details.
You are trying to cram too many details into 32 x 32, simplilfy the lines and or think about 64 x 64 sprites instead.
At this size use more contrasting shades and maybe a little more saturated colors. Unless zoomed in your shades are not discernible and that makes it feel flat.
