Rad resource! I always wanted to make a game like this so I fantasize about writing an engine that I would be in no way equipped to actually make.
That is a great reference but actually there is a much simpler way to do this. Especially for a stylised environment like this, you can save a lot of work by using block gfx instead of wall gfx.

Here are all wall the assets used https://dl.dropboxusercontent.com/u/13732440/web/Walls.psd Not the most readable example but it basically has a block in every possible position. If you flip assets horizontally then you only need half the number of sprites.
Also that has twice the assets because often for games like these you would have two frames for each wall so there is a sense of movement when walking down a corridor, etc.

There was a technical document as to how to make these eye of the beholder type of 90 degree, tile step engines but I can't find the link anymore.

I was going to make this game but I had a headache trying to work out how to code the background (I made a set of backgrounds). The easiest would be to put the sprites in a raycast engine and forget the backgrounds for now...
I absolutely love the first Shin Megami Tensei! It compelled me to make something similar. I mixed in a bit of Doom as my brother is a big fan of the games, and the enemies are remakes of some of my first sprites.

The barren enviro with elaborate sprites reminds me of the early Shin Megami Tensei games
