Because of different strengths & variations in wind (usually it comes in gusts) the scarf will have random movement, but the principle is the same. As the wind moves through the scarf it creates a wavelike pattern: the wind blows it up and the weight of the scarf pulls it down again. (I'm not an expert, but that's how i see it )
