I think the reason for the animation looking clunky is that he doesn't bend the legs far enough. The front legs stop straight down instead of going back further. Look at a picture of a dog running and I think you'll see what I mean.
I really like the pixelling and two-tone design, but the animation is clunky. It's a pity because this would be a good opportunity to study references and get better at animating.
