It seems like Pro Motion usage is growing between pixel artists. I'll give it a try.

For C64/MSX/Amstrad graphics I use Timanthes, it's based on paint.net: csdb.dk/release/

For most other things I use Pro Motion: www.cosmigo.com/promotion/index.php
