The bad thing is not that you have used dithering but that some elements on your picture are merging with each other. I mean e.g some parts of the hair are detailed and some are making just color spots. I hope you understand what I said, unfortunately my english skills won't let me explain everything I want to.

-Blur/sharpen look issue:
I think I can see what you mean... it was done the other way around, first I drew thick lineart, then I colored it in, then I colored and dithered the lineart. But yes, dithered thick lineart gives pics a "blurry" look. Why do you think this is a bad thing? Could you explain?
-Thin filaments too sharp:
You are entirely right on this. It's one of those things where you no longer have the stamina to keep making the picture better. It's definitely one of the things I'll work on if I come back to polish this particular piece, and will keep it in mind for future pieces. They're not only too sharp, they're too jaggy too.
Really, the only excuse I have for this is that I was too overloaded with the pic already to notice it.
-Scenery:
The background was that simple! And almost just as blurry too, really, I didn't remove or simplify stuff from the scenery, it was just that non-descript. I think it's a hotel room or something similar, but I couldn't really tell.
The biggest bad thing I see is that whole art looks like firstly it was blurred and then you've add "sharpen" filter on it. Would be better to add more color depth as soon as it looks too flat even if it is the part of style you do. Thin filament are too sharp they looks more like branches, I'd rather to add antialiasing as you did well on other hair. Scene looks pretty abstractive to me, would like to see more details and I don't know why but the whole pic looks futuristic to me. IMO

You can do pretty cool things with dithering beyond simple gradients. But hey, what else would I say?
