Background is created following multicolour charmode restrictions. screen size is 40:25 characters, each character can be specified as hires or multicolor. multicolor char is 4x8px with double-wide pixels up to 4 colors, hires char is 8x8px with 1:1 pixels limited to 2 colors. background and 2 colors for mc-chars are fix for the whole screen and can be chosen free from the 16 color palette. one color can be individually used for each char but only from the first 8 of the palette.
speaking of scrolling games the visible playfield is reduced to 38x23 characters.
All foreground objects are sprites.

@Chellex: Spindizzy is kinda a puzzle variant of the Marble Madness concept. The first non-scrolling version was released in 1986 for 8bit computers only and was famous for its ridiculous hard level design.

The sequel was released in 1990/92 for Amiga, Atari ST and SNES. It splits the game to various srolling levels. Gameplaywise it was a huge improvement, but had some serious problems with balancing, esp in hard mode.
